I think it's great that Gimli returned to Moria to perform this service on behalf of those who died in Moria. Perhaps one day, it'll be safe for his people to return there, but for now, he's right: it would be necessary to spill too much blood to set up a colony there once more, more blood than it would be worth. Perhaps eventually, though, it will be safe to do so, now that the Balrog is dead.
