Yes, he grieved for Saruman! He even gave him a last chance to go and change his life.

Saruman did not understand him. Or did he? Maybe it was just at that moment that the Wizard realised himself how far he had fallen.

Author Reply: I've often found myself picturing that final moment, and wondering what Saruman thought just then, and what made him goad Grima to kill him.

Author Reply: Frodo himself had been granted great mercy; I cannot imagine him denying mercy and the chance for redemption to any other as long as it was within his authority to grant it.
